What they do

A clinical director serves as the accountable leader for a Primary Care Network (PCN), driving the development and execution of strategic plans and working closely with member practices to improve the quality and effectiveness of services. They play a pivotal role in ensuring primary care is fully engaged in shaping and supporting their Integrated Care System (ICS), contributing to the creation and implementation of local plans aligned with the NHS Long Term Plan. These efforts focus on integrating care beyond the national Network Contract DES requirements. The scope of their responsibilities varies depending on the network’s maturity and local needs.

Key aims

  • Provides strategic and clinical leadership to the PCN, focusing on quality improvement and performance across practices.
  • Leads development and implementation of strategic plans, including workforce strategy and clinical skill-mix assessment.
  • Promotes collaboration across the network to enhance patient outcomes.
  • Supports implementation of service changes and improvement programs aligned with local and national priorities.
  • Builds relationships with other clinical directors, health and social care leaders, commissioners, and Local Medical Committees (LMCs).
  • Facilitates participation in research studies, linking the network with research institutions and networks.
  • Represents the PCN in clinical meetings at CCG, ICS, and STP levels, contributing to wider healthcare strategy.
  • Shares operational delivery responsibilities collectively with the network.
